Update from Charleston City Councilman Gary White

The first half of 2016 has been very busy down at City Hall and I wanted to share updates on progress that is being made on several important projects on Daniel Island. First from a traffic and transportation stand point, I wanted to share that the City will be installing more signage and pavement markings to more clearly define prohibited zones around the Island. This work is being done due to concerns voiced from many residents on Daniel Island.

The biggest concerns we have heard from residents are: (1) Vehicles parked in front of mailboxes; (2) Vehicles parked in front of no parking signs; (3) Vehicles parked improperly or too far from the curb; (4) Vehicles parked on no parking triangles; (5) Vehicles parked too close to crosswalks; (6) Vehicles parked in no parking zones on Barfield and Pierce (Near School: Daniel Island School).

City staff has been in contact with the Daniel Island Neighborhood Association and the Property Owners Association to help further communicate and address these issues. There have been numbers of emails sent out, newspaper articles and flyers informing residents of the rules of the road and parking. As well, parking enforcement officers recently began patrolling the island in hopes of addressing these issues.

There has been a lot of great progress made on several key parks projects. First at Freedom Park, construction on the restroom and picnic facilities is ongoing and is scheduled for completion in early September. The most recent tropical system created some ponding issues on the site, although this had been taken care of and work continues to progress.

The boat landing under the I-526 Bridge at Governors Park continues to move forward. The City’s legal department is currently reviewing the draft funding agreement between the City and the Department of Natural Resources. It is anticipated this agreement will be ready to move forward for a vote at the July 19th City Council meeting.

Work that began last month on all of the trails that are maintained by the City has all been completed, and topdressing and grading of the entire trail system is now done. As well, the City has made substantial progress on the shoreline stabilization project it has been working on. The construction drawings for this project will be bid out in September with construction beginning in 4th quarter and completion in first quarter of 2017.

The bike path connecting St. Thomas Island Drive and Daniel Island continues to move forward. The City is currently awaiting feedback from the South Carolina Department of Transportation. Once we have received their feedback, we will put the construction drawings out for bid. We expect this to happen in early 3rd quarter.

The Parks and Recreation Needs Assessment Plan is wrapping up. The consultants have received final comments from multiple City departments and the final plan should be ready soon to present to the community.

Lastly, and of a great amount of interest to our residents is the progress on the indoor recreation and community center. The City’s architectural consultants have started to prepare the schematic drawings for this project to determine the level of programming for the site. We anticipate receiving those initial drawings soon and will then schedule a meeting to present them to the community for input.

As you can see, it has been a very busy first six months of the year. I am very happy with the progress that is being made in the City and the work that Mayor Tecklenburg is doing to ensure these Island projects continue to be a priority.
